Never heard of this.  I see the cards here in Brazil too.  Your device or computer may be localized, but Google is not.  You need to be more specific and better describe your situation.

No, Google has specific country limitations on what you see and can get, use, etc as i know from my many developer (play music, apps, chrome, etc) sign offs on for example what countries i want my apps or hottest new tracks to be able to sell to and i have hundreds of countries to decide if i need to legally not allow them to be accessed outside or as you may know many people use vpns from the US just to sign up to a bbc radio website in uk not allowed outside of country to access. You will need to have a Google account registered as United States and you need to do it from a us ip and vpn to specifically be effective. this includes before you make a new acct and whenever you use it

Sorry obviously misunderstood question.

Cyberghost  vpn can get you a US IP address but not sure if that helps creating a US Google account though, it's certainly helps me access 'UK blocked' sites on Android and Windoze (also works on Crapple)

Honestly I was have had to try and understand broken English since I run a Blackberry Help fb page for years with over 5k followers and I never did any advertising or target any audience since it was just lets see if we can help as blackberry experts on web forums and maybe bring it to Facebook.  Yielding my interest in pursuing financial opportunities due to the inability to find a product or really a service to market...it still remains the one place the world comes when Blackberry somehow uses the revival spell it found and launches phones IN MASSIVE QUANTITY AND MASS that date back 6 years to third world and newly developing countries.  I'm not on the wrong forum, but I wanted to give a history as to why I was confident in understanding broken English!!  On top of that, you'd be surprised if you had hundreds of people asking how can they get this or that app store version since their phone doesn't have this or that app.   So this is not new at all, and was happening back with Blackberrys.  Foreign nationals don't usually get by default access to what we see as completely normal.  The only issue personally I ever really would need a proxy changing to another countries designated IP location is if I'm trying to listen to BBC Radio 1 on their .uk website.
